Seeking a minimalist solution

Getting so lost in various formats, state files, and Caliber and so on that I wish to just get the basics under control:

Requirements:

* Able to read and annotate books over Windows (and preferable with an app for Android, but that is not necessary).
* Being "in control" of the database of books.
* Being able to handle many formats (aze, pdf, rar, mobi)
* VERY IMPORTANT: Having the forementioned annotations be in the form of text that could be easily accessed and copied at will.

What is the best software solution for integrating all these things?
