Stranger conversion of quotes and apostrophes

I'm using Calibre 9.30.0 on Apple Mac OS X 10.6.8

I have used several versions of Calibre and been getting all the updates - probably a bad idea. My files used to convert fine but now " and ' is getting converted oddly. Here's a sample:

“Dad,” she shouted. “Don’t do it.”

from an .htm file created in Word 2004.

ÒDad,Ó she shouted. ÒDonÕt do it.Ó

I tried my .htm on www.2epub.com and it converts without the odd characters. So I know my file is clean.
