Calibre install fails windows 8

Hi all,
I'm trying to install calibre 0.9.28.msi on a windows 8 laptop. It fails when it tries to install 3 links. One of the messages is

Warning 1909. Could not create shortcut E-book viewer.lnk
Verify that the destination folder exists and that you can access it.

I've run the install from the cmd line to create a log file and the following is the part of the install log that I think is relevant. Can someone point out what's going wrong?

Looks like your computer has corrupted/missing start menu folders. If you cant fix those, then I suggest using calibre portable, it has no installer, so you should be able to workaround the issue.
