Newspaper download didn't happen yet

Today I bought a single copy of The New York Times. No download happened. Went to manage my Kindle and sent it to a second Kindle. A popup message read "Cannot send to selected device".
I called support and was told the download was shown as pending. I was also told that in rare occasions it could take up to 4 hours for a purchase to arrive. Support said to call back if it didn't show up.
Since we have so many readers here I wonder how rare this is. My downloads are always immediate. Anyone have this happen? About one hour so far.

Update. It wasn't due to payment since I have a gift card balance. I gave up, called back and canceled the order. Seems weird to me.

NYC shut down subways and busses earlier today and all businesses were closed due to the onrushing hurricane. That may have affected NY Times processing.

Maybe, although the Kindle New York Times Latest News Blog is providing regular updates. And UPS tracking shows NewEgg shipped my replacement motherboard out of Edison NJ this afternoon, so the metro area isn't totally shut down yet

Yesterday, I got the Financial Times and WSJ on time. Today is Sunday, so can't tell.
