New Computer & Calibre

Here sometime in the future I will be getting a new laptop. I currently have about 8,000 books stored in my Calibre library. I also have them stored on a USB memory stick. Will I have to re-download Calibre on the new computer and re-add them one by one or is there a way Calibre can detect them on my memory stick?

Just Install Calibre as normal:
1a) When asked about the Library Location, point it to the folder on the Memory Stick
or
1b) Make a New Location (on the hard drive), then Quit. Now copy the entire (USB stick)Library folder CONTENTS, into the new Library folder: replacing Metadata.db

IMHO 1b has great a speed (performance) advantage over 1a

Move your library to a Dropbox folder. Then you can have the library available on all your computers.

Better off networking the computers and then you can access (one at a time) the library from any computer (on the network) you want.

As for Dropbox, there are issues using a Calibre library on it such as the Dropbox app having a lock on the library and Calibre not getting th access it needs.
