I've been trying to send my library to an hp touchpad. I have some books in pdf/mobi/epub. When I click send to device is there a way to tell Calibre to send all formats to device? Its currently only sending mobi, and sends pdf if mobi isn't available with epub only being sent if its the only format of the book.

No, send to device will always send only one format, but you can customize the preference order in which the format is selected by right clicking the device icon on the toolbar and selecting configure this device.

that's a pitty as if you have lots of converted pdf's it would be nice to just have the pdf as backup in case something is missing after the convertion
