Calibre not starting from .exe in Windows 10

A strange one - never struck it before after many many years using Calibre. I just installed the latest version 6.3 and it would not start either directly from the program in the Calibre Portable directory on my PC or from the icon I created on my Windows screen. After many attempts I gave up and looked on the Calibre web site and here but could find no answer.
In the end I downloaded 6.3 again and run it. When it came to the end and asked the usual question as to whether I wanted to run Calibre I thought why not try. It opened without a problem!
So the question is why it will not start from running the .exe as normal? It will be a pain having to reload the program every time I want to run Calibre.
I am guessing it is something simple on my PC.
Another question has arisen that I cannot understand. In going to convert a book from epub to mobi I and getting a rejection stating that there is "no space left on device" If it talking about my laptop where Calibre is there is currently close to 1Tb free. Could it be that the book is not convertible? Usually it just says it not convertible in the past.

Your icon probably points to the wrong place. Re-create it. Go to c:\program files\calibre2 in windows explorer and create a shortcut pointing to calibre.exe from there.

If you installed the portable version for Windows you need to run ??\Calibre Portable\calibre-portable.exe, not ??\Calibre Portable\Calibre\calibre.exe
