I mentioned it back at post #18 and yes it was Penguin who had the worldwide rights to the books prior to this year, although Penguin never had any rights for digital.

S'ok, so did everyone else since they continued to bash big publishing for the high price of the Bond ebooks throughout the thread. It is terrible when facts get in the way of the script.

Just a guess, but Penguin weren't too happy with the Fleming estate when they went the self-pub route for the ebooks, so that may have played a role in Penguin's decision to pass on renewing the rights to the books. As others have mentioned, the Fleming books will enter the public domain in the 50+life countries in three years, so that might have also discouraged interest from the major publishers in the franchise during this round of licensing.
