Android isn't necessarily the operating system.

I wonder what the difference is between this and the older system whereby the device would automatically switch to a cellular connection if it lost the WiFi network? |

The old system would only do it if you were completely out of range, this new one will do it if the wifi signal itself starts getting weak (like three bars).

I'm not sure if this issue is related to the Wifi Assist option, but I was having trouble in the early 9.0 release with the T-Mobile WiFi Calling option. If Wifi went down or I got out of range, then the iPhone 6+ failed to automatically shift to cellular for data connections through apps like Safari. I know you have to allow apps to use cellular for data, but the apps I allowed, especially Safari, would not connect to the internet via my cellular until I restarted the iPhone once or twice. It was annoying as my WiFi modem was going out and I needed to get info from the internet. I never noticed that issue under iOS 8.

Wifi Calling is for making calls through wifi (and not through cellular). I'm not sure how that relates to Wifi Assist and Safari... Were you having cals being dropped when you were using the Wifi Calling feature?
The whole reason why Wifi Calling even exists is so that you can make phone calls when your cellular network is weak and you have wifi available. Have you updated to 9.0.2 yet? |

Seems to be working fine for me on my iPhone 6 with iOS 9.0.2, Jack. I walk away from my house and my phone automatically switches to cellular connection when it loses the WiFi, and switches back to WiFi as soon as it's in range again.

One issue I have found with 9.0.2 on my iPhone 6 is that notifications seem very unreliable now. I use the gmail app for my mail, and have it set to show a notification at the top of the screen when a new email message arrives. Half the time either the notification doesn't appear at all, or it appears, but the corresponding sound doesn't play.
