Kobo tried in the past. I'm not sure if this is still going on:

Well, when I head over to Chapters/Indigo/Coles, I get referred to Kobo to purchase ebooks. AFAIR, most of the countries Kobo is in are in partnership with a local bookstore chain. One of the local indies also referred me to Kobo but they are no longer in business. Evidently browsing in a small book store is unpopular these days so they went from closed due to COVID-19 to closed permanently.

One of the local bookstores has pivoted to selling games, especially RPGs. They started "game night", but the local county told them no.

The other local bookstore is selling gift items, and coffee2go. I think it still has a shelf of books.
