Even worse, in many countries there's a law making DRM removal illegal. In the EU, for example (this despite the fact that many EU stores and publishers don't use DRM at all). So governments passing a law against DRM is very unlikely.

That law about DRM removal being illegal is not a barrier. It means that with no DRM, no need to remove the DRM and that law can still stand.

When there's a law making DRM removal illegal, it's not likely that the same government will pass a law making DRM use illegal.

They would not be forcing them to SELL books without DRM. The could PROHIBIT the sale of books containing DRM. There are already a huge amount of things that are prohibited UNLESS the install X, Remove Y, Prevent Z (Hint: Automobiles falls into this pit)
