ONLY if the Publisher asks for it and Amazon agrees. It takes extra prodding of Amazon for them to actually notify previous purchases and otherwise you only find out if you visit you Content & Devices Amazon Page. AFAIK unless you always "download to PC for USB transfer to Kindle" you can't revert to an earlier version you bought if you do update.

Only Smashwords does this properly.
