If you really want to, you can then OCR the PDF and import it into Calibre. I've been doing this with some magazine articles I want to keep for reference so I can clear out the magazines (this is where only 1 or 2 articles interest me, and the rest is just padding).

https://books.google.com/ is another option to look into. I tried searching there for your example of "Waiters on the Dance" and it appears there is no ebook version at present. Calibre is another option to use for searching out ebooks. It has an ebook search feature built into the program. When you use it you get a response back of where a given book is available as an ebook (if it is) and at what price the book is being offered. Since the book came out in 1972 and the author is still alive it's a sure bet that it wouldn't be offered at a site like Gutenberg of course. The author is only 66 yrs old and still quite alive. Open Library is another possible place to look but I can't say if they will have the book as an ebook either. Google seems to say that there is no ebook version period.

There is no real way to know for sure that a book can be legally sold as an EPUB in your country.

Others have talked about Worldcat or Goodreads, but that will generally only show if the book was released as an ebook sometime, with no real knowledge of whether it can be purchased right now in your country.

If you have access to an Overdrive library for your country, you can always look to see if the book can be recommended for purchase by your library. If so, it's fairly certain that it's legal to buy in your country...you'd then have to find a retailer.

What Open Library has isn't an official ebook from the publisher. They'll have a scan of the paper book. That's the PDF version. Then the scan has been ran through uncorrected OCR. That's what they provide for the epub. It seems to be legal because they hold the paper and don't allow the paper to be checked out, just the scans. I don't know how long their checkout is either.

Open Library's loan period is two weeks.

Stick to the PDF which is indeed a scan of the book, front and back cover and all endpapers included. Avoid the ePub option if offered. As Greg said, Open Library's ePubs are based on the uncorrected OCR of the PDFs and are full of errors.
