FWIW there is a button at the bottom of the Bulk Metadata Edit Basic tab to set the Comments for the selected Books - you could paste some pro forma HTML into it.

I do something similar with Custom Comments - I keep a few pro-forma chunks of HTML code in my snippets collection that I paste into the HTML tab.
