What he's suggesting is that Ortep, instead of using Winrar to manually remove CSS files from his epubs, might want to use Calibre's tweak epub option. What this tweaking does is extract all files from the epub, allowing the user to edit them, and then reassemble, so, unless you want to mess around inside the epub after conversion, there's no reason to use it.

No. The epub tweak feature is a way of manually opening a epub so you can make changes to internal files. Ortep was using winrar for this and I reminded him that the feature to expand the epub is built into calibre now and there is no need for and external program like winrar.
