The hours are editable for Windows Phone, though, and the screenshots contained in the link I posted earlier demonstrate that editing the hours has certainly been available in some earlier builds of desktop Windows 10.

So it does really look like they decided to just remove the settings for it. We'll have to see if they bring them back
