Oh - different solutions are interesting, but also show lack of attention on the puzzle setter's part!

I think now that it would have been better to get rid of the two gallon bucket, and just introduced a constraint of "waste as little as possible".

It took me 9 steps from start, if I'm correct.

1. 0 0 16 (Starting contents of 7 pint, 3 pint and 2 gallon buckets)
2. 7 3 00 (Fill 7 and 3 pint buckets and discard remainder of 2 gallon bucket leaving 10 pints total)
3. 0 0 10 (Empty both 7 and 3 pint buckets into 2 gallon bucket)
4. 0 3 07 (Fill 3 pint bucket from 2 gallon bucket)
5. 3 0 07 (Empty 3 pint bucket into 7 pint bucket)
6. 3 3 04 (Fill 3 pint bucket from 2 gallon bucket)
7. 6 0 04 (Empty 3 pint bucket into 7 pint bucket)
8. 6 3 01 (Fill 3 pint bucket from 2 gallon bucket)
9. 7 2 01 (Top up 7 pint bucket from 3 pint bucket)

That only works for a cylindrical bucket. This one tapers... nice lateral thinking though!

You pour 3 pints in the 8 container (measuring through the small one), then again, and again. Now the 8 is full and in the 3 you have 1 pint. you discard everything in the 16, pour this one from the 3 and fill it up two more times from the full 8 and add it to the 16. now you have:
3 - empty
8 - 2 pints
16 - 7 pints

I'm really sorry for not having enough time for your puzzles, they are great!!!

Alas - the second container is 7, not 8, and we're trying to get 8, not 9.

I have a really tough logic puzzle coming up tomorrow, that I came across today. I think I know the answer, and I think it's right, but it will be interesting to hear what other people think.

Now that I had a pint of beer I can think straight.

Fill up the 7 pint jug. Pour it off and fill the 3 pint jug. Empty the 3 pint jug into a convenient drain.
Repeat process.
Now we have 1 pint in the 7 pint jug. pout that into the 3 pt jug to hold it. Fill the 7 pint jug from the large jug. Empty the large jug into a drain. Now pour what's in the 7 and 3 pint jugs into the large jug. There should be 8 pints there which is exactly 1 gallon.

For the bonus using a tap:

Fill the 7 pt jug with water pour off twice into the 3 pt jug leaving one pt in the 7 pt jug.
After emptying the 3 pt jug pour the 1 pint left in the 7 pt jug into the 3 pt jug. Fill the 7 pt jug. between the 2 jugs there is 1 gallon of water.
