Sure. But because it would make more sense to do it that way than to use up a finite resource. Transportation is one of the main cogs of the economic engine and we are perilously close to having that cog go CLANK! as we get lower and lower reserves of oil. That it would also resolve many environmental issues is a pleasant side effect.

But the main answer, I feel, remains that we need to retool the transportation model as soon as we can. It's not just expensive, but necessary and sooner is much better than later.
