depending on the competition, all of the horses names could be put into a hat and the riders need to draw them to see which one they are riding. that would certainly be literally picking a horse out of a hat I would think

ha! no. when you rodeo, all of the roughstock, the cattle in the roping events and so on are picked by lottery, hence "out of the hat". there used to be a cross country/eventing course where they required riders to swap horses. I thought that had ended, but there ya' go
