Obviously I don't know all the circumstances, but someone doing 10 mph under the limit isn't doing anything wrong imho.

Well, they are not doing anything wrong "technically", but people who drive below the speedlimit are just as dangerous as people driving over the speedlimit.

Mainly because they anoy people that get stacked up behind them so much that you tend to take stupid chances to overtake them.

I agree there is a concept of dangerously slow driving; but I once saw a TV clip of a driver who pulled up behind a parked police car on a motorway hard shoulder - he wanted to know how he was supposed to drive at 70 mph in the thick fog that was engulfing him at the time .

Earlier this week there was a multi-car crash on I-40 near Durham, NC -- someone was driving at 10 mph in the left lane at night (normal driving speed = 70 - 80 mph). Cars were flying off the side of the road trying to avoid it - but he got tagged and overturned.
