Top. If you put it the other way around, it will hang against the wall, which makes it more difficult to grab a piece. Also, it's more hygienic if you hang the paper on the front as you won't touch the wall. It's also more aesthetic pleasing

From underneath. However I have noticed after my niece goes home after a visit when I go into the bathroom the loo roll is always changed to over the top. I change it back. It always makes me smile.
