You're not likely to get anything THAT cheap. The best you can do is get a EBW1150 or a used REB and use PDFRead to read PDFs on it.

Device: PocketBook 360, before it was Sony Reader, cassiopeia A-20
There is no such device.

Most of the portable devices out there (including iLiad from iRex) have screen too small for reading pdf files. The vast majority of pdf files are formated for A4 or Letter page size. So you need screen that is aproximately the size of A4 paper to be able to read pdf files comfortably. Do you consider device with dimensions 30*20cm still "a portable device"? I do not think so.

You can buy a very old notebook and install a paired down Windows 98 or a minimalistic Linux distribution on in and use it for reading pdf files.

If you can extract text from pdf files then the situation is much, much better. There are quite a few e-readers you can buy for under $100 if you are willing to use second-hand device.

See my previous posts in high contrast reader on the Web DT 375 CE. Unfortunately, initial tests with PDF did not work but if you ask today on David Rothman's teleread post he may be able to test further.
