I think that depends on whether the voters agreed to that particular solution to the traffic problem.

Often it's better to not raise these types of issues at all; once the urban planners get going the 'solution' is generally worse than the problem imho.

I used to walk along a busy road that pedestrians found dangerous to cross. The 'solution' wasn't a crossing in a sensible place; it was a mile of barricades shepherding pedestrians to the nearest junction where they could cross in installments when the various traffic lights went red; and then walk the mile back to where they wanted to cross to in the first place.

I discovered in a previous job that if you want to wind up urban and town planners, calling them surveyors works pretty well... Or at least it did for the couple I inadvertantly called surveyors...

There's a similar situation near here - except all the council has done to discourage people crossing at the dangerous spot is put a sign up saying it's dangerous. Unfortunately, as it's near two bus stops, people are going to carry on crossing there and ignore the crossings further up and down the road.

They complained to their local government and said "Do something!" They did not specify what. In that case, you can argue that they did agree, as they left it to the government to come up with a solution.

On most of the busy intersections here there are cross walks on only three of the four streets; saves money to not have to install walk signals on the fourth one. That means if you want to legally get to the bus stop on the other side of the street, you have to wait through three signals; and by that time your bus is long gone!

And the powers that be lament over the high number of pedestrian fatalities!

We can do counter clockwise roundabouts too (admittedly at the same time as clockwise ones): The Hemel Hempstead magic roundabout (there's one in Swindon, too) - the traffic goes round the mini roundabouts clockwise, and around the main roundabout either way...
