			I think the underlying reason is not a unconcern for disabled people, it is to stop the precedent that users can use the law to get better terms (for readers) for copyright. 			Apparently the groups opposed to this are in favor of a "free market solution".   I'm amazed that the group with a monopoly that extends 50-70 years after death and takes the stance of play by our rules or not at all is lobbying for a free market solution.
