I've always pronounced buoy as boo-ee and quay as wharf.

When I was in the Army I was stationed with a guy from Boston and people were forever trying to get him to say words that ended with an r like, "I got in my car and drove real far to the bar." They thought the way he pronounced (didn't pronounce) r was hilarious. It got to a point that he would go out of his way to not say words that ended in r, so instead he would say something like "I got in my automobile and drove a long distance to the tavern."

Cockney Rhyming slang is two words that rhymed together make a third:

Holy Ghost = Toast

therefore you can get :

Right, time to take the plates down the apples & pears for a cup of rosie.

Meaning :

time to go downstairs for a cup of tea.

(As you see even the two words are often shorted to one)

one of the funniest slip ups I have heard was from my daughter. she is well read and well educated, but we were at a store when she was about 17 and she some rather lovely "Candle Bras". we owned some ourselves, I was quite certain I had made reference to them a few times in her life, but somehow that twist came out. it was a rather upscale store so I managed to restrain myself to some extent and not embarass her too terribly.

I always understood that cockney rhyming slang is /always/ shortened to the first word. That's what makes it fun - the rhyming word is never mentioned. You have to know.
