Cannot add new column in library (bug?)

I noticed with 9.16 (maybe earlier versions too) that when i try to edit the columns to create a new one, by pressing (+) the editor window opens behind the columns viewer and i cannot get the focus. So no editing nor closing with buttons work. Only the esc-button on my keyboard closes that window.
Seems to be a bug?

Does macOS have something like Windows safe mode? I mean, try to close apps that could be interfering.

Do you have 3rd party applet that can force a child window to stay on top - AfloatX, Floaty, BetterTouchTool are three I've heard of, for MacOS.

One of them persists across sessions… I forget which… and it can have a hotkey, drove one of my collaborators nuts for a while.
