Why not look at other brands instead of fixating on an Amazon Kindle. The Kobo store has a Brazilian presence for ebooks though Kobo ereader are not supported by that storefront. One person recently purchased their new Kobo from Mercado Livre though they also looked at Amazon Brazil for their purchase. Pocketbook devices are also available

I just remember a few people from Brazil complaining that nothing much besides Kindles is available there. That was a few years ago, though.
