Possibly because it was previously from a publisher that would have used DRM.

Dunno, I bought the Kobo version and when I went to download it I got an ASCM file rather than a direct EPUB.

Katherine Kerr's Daggerspell is still on sale for $1.99 CDN at Kobo Canada. I'm a big fan of Kerr's writing; Deverry is a favourite series of mine. Highly recommended.

Calibre can work with ASCM files. If it has DRM (or maybe even if it doesn't?), you have to have you adobe digital edition information in calibre.

If you scroll down to the bottom of the page, it has the usual

Download options: EPUB 3 (Adobe DRM)

so that's the part that matters, not what the book description says.

calibre requires you to add the ACSM Input plugin. The ability to open a .acsm file is not part of calibre's default capabilities. In this case, you would also need the DeDRM plugin with your Adobe/ByteBooks information.

Yeah, I already have it configured, so it's not a huge problem for me--I download either the ASCM or the raw EPUB from Kobo and it gets pulled into Calibre through whatever workflow it takes.

It just makes me sad when the publisher advertises DRM-free and it's not. I recommend Tor books to friends enthusiastically for their DRM-free stance.
