I know that is where I get most of my eBooks but occasionally one is not available at kobo.

Okay, I was confused since all recent posts have Kobo links including the one you quoted.

It's not inappropriate to ask.

There is no way to know from the listing. If you know the author and/or publisher proved downloads (such as Tor), then you'll know you'll get a download.

Otherwise, the only way to know is if someone else has purchased the book and can say.

It's impossible to tell until after you've made the purchase. I actually emailed Amazon customer support requesting they add it to the book page. Got a "what a great idea!" canned response. Probably won't hear from them again.

The only books I buy from Amazon are indie books that aren't available anywhere else and they don't qualify for these threads, or I would mention downloadability on my posts.

Even the standard "At the Publisher's request, this title is being sold without Digital Rights Management Software (DRM) applied." boilerplate can't be taken for granted. The book that I posted a deal for a few days ago, it says
DRM-free in the description, but the file itself is still DRM-encumbered:
