Correct

You may also want to look at NickelMenu so you can save the unplug/plugin step. Just use NickelMenu to trigger a USB connect and save some wear and tear on the USB cable/port.

I agree with not unplugging the cable until the connected screen disappears. I was rather surprised how long Windows can take to flush the write buffer to the device after the eject is done.

So the sequence becomes:
  1. Eject, but don't pull the cable
  2. Wait until the books have been imported and the home screen is displayed
  3. Tap NickelMenu's icon and then the USB Connect menu item
  4. Wait until all the calibre jobs have been finished
  5. Eject and wait until back to the home screen
  6. Unplug the cable

If you install NickelMenu, you can configure it to reconnect to USB without needing to unplug the cable at all.

What would those be? The books have already been imported, polished, and sent to device.

When you connect a Kobo to calibre, it runs several jobs. See the attached image. I think most of the list is pretty self-explanatory. The Backing up Kobo device database takes no time since it was already run on my first connect to calibre today.

In this case, the important job is Send metadata to device. The first connect send the books which are imported and their database entries created. The second connect is then able to store the series and other metadata in the database.

You will see the job counter in the lower right corner of the main calibre window. Wait until it goes back to Jobs: 0 before safely ejecting. calibre should prevent an eject while jobs are running but some people love ejecting outside of calibre.

Is that native to calibre or is a plugin doing that?

The backup of Kobo database is handled by the Kobo Utilities plugin
