Is there a way to know before you purchase a book if the "Download available in additional formats" is going to be there? In exploring my current purchases there doesn't seem to be any indicator in the book description that says. And the option is not even consistently present across all of an author's books.

Only if you can confirm that the book is from a publisher that typically issues drm free ebooks like Tor.

And the publisher has to have someone go through their back catalogue marking each individual title as DRM-free.

When I checked my downloadable books, it seemed that large file sizes or complex ToC export as PDF. Simpler structures and smaller file sizes exported as epub.

This is anecdotal btw, it was the impression I took away.

The Tor 2020 short story collection EPUB is over 100 MB because each story has a high resolution cover image and a high resolution title page.
