The FAQ has this:

What are the best source formats to convert?¶
In order of decreasing preference: LIT, MOBI, AZW, EPUB, KEPUB, AZW3, FB2, FBZ, DOCX, HTML, PRC, ODT, RTF, PDB, TXT, PDF

But ... it doesn't say anything about how to pick one of those when you are converting. Is this preference order built in to Calibre? What if you want to use the HTML instead of the LIT as your source format?

That only applies if you have more than one format of the book in your calibre library or if you have multiple formats to select from when importing. If your calibre library has only one source format for an ebook, the input format box will show that format when you select convert books => convert individually.

The FAQ is very old. I doubt that LIT or MOBI would be a preferred source over azw or epub for a modern conversion.

I believe the OP wants: Preferences -> Behavior -> Preferred input format order?

BTW I have a plugin that can swap the top 2 preferred input formats on a single click:

On the left upper side of the covert page if you have more than one format click the arrow next to the input format box.

On the upper right side of the covert page click the arrow next to the output format box select the format you want.

And there is a tweak that restricts the output list to those you only want to use.

Help for this tweak

ID: restrict_output_formats

Restrict the list of available output formats in the conversion dialogs. For example, if you only want to convert to EPUB and AZW3, change this to restrict_output_formats = ['EPUB', 'AZW3']. The default value of None causes all available output formats to be present.
