Now are you able to drag and drop from file explorer to add books into calibre? In the past this was an issue caused by running it as admin:

I thought this could be due to stuck calibre processes still running and causing permission issues on Windows, but the OP is running version 9.6 which has fixed this issue for me.

It shouldn't be necessary to run calibre as adminsitrator. Probably what happened is that you ran it as administrator before and it created some files that you now can't edit as non-administrator.

You should quit calibre, and as administrator, give your user permission to all the files in the calibre directories, and then see if it works as your regular user.
