How to get books with numbers in numerical order?

I have a series of comics with the issue number in them to prevent duplicates. My lists look like this:
Issue 1
Issue 10
Issue 11
Issue 12
Issue 13
Issue 14
Issue 15
Issue 16
Issue 17
Issue 18
Issue 19
Issue 2
Issue 3
etc.

How do I get it to be:
Issue 1
Issue 2
Issue 3
etc.???

You would need to pad the single digits with a zero as the title is using alphabetical sorting, not numerical sorting.
Issue 01 or
Issue 001 if you are into hundreds of issues.

Also, put the issue into the Series column (IMHO where that belongs and does not need padding): and do a series sort. You will need to have a Unique TITLE (just not use that for sort) Comic #3 (pad if you wish)
Comic name [3] <issue number
Magazine name [ 1989.07] << YYYY.MM (does fall apart for multi month: Jun-Jul, but my convention is to just use 06 )
