Since 4.38.23648 is available for other hardware, why is it not listed as available?

It has not yet been released to the public by Kobo so it does not show as being available to a Kobo ereader or the code used by the downloads site would seem to be the reason.

From the few I know who have a Libra 2 and use the Kobo Remote, it does not seem to be a real issue for them after the 4.38.23648 update.
