Kindle kept saying it was installing, so it may have auto updated. For Kobo, it shows up in the reader but is locked.

Which reader are you referring to? A Kobo eInk device? The Mac/PC Kobo Desktop app? The iOS or Android app?

If you are using a Kobo eInk device, are you syncing the book using the ereader itself? If you are downloading it on your computer using the download option on the Kobo website, if it downloads as an .acsm file (if the download is an .epub file, it does not have DRM), are you using either ADE or calibre's ACSM plugin to download the ePub? If so, unless your Kobo ereader is activated with Adobe using the same account as used for ADE, you would need to remove the DRM before sending it to your Kobo ereader. To check what account your ereader is using, you can tap More => Settings => Accounts and see what is listed under the ADOBE heading. For ADE, you can click on Help => Authorization settings. For the ACSM plugin, you can check the authorization under the customization settings for the plugin.

Netgalley sends it to Kobo. I don't have the option to download it and the only e reader device I have is a Tolino. I assume that there is extra protection for Netgalley books.

The only NetGalley book I had sent to Kobo was available for download from My Account => My Books => Books on Kobo's website. Click on the ... at the end of the book entry and on the dropdown, if you see download, click on download. If the file has DRM, you will receive the .acsm file while you will need either ADE or calibre/ACSM plugin to download. If the file does not have DRM, you will get the .epub file. If the file has DRM, you will also need to have the DeDRM plugin to remove DRM.

If NetGalley books are treated the same as Kobo's Kobo Plus ebooks, the download option will not be there. You can download it with the Kobo Desktop app or by syncing to a Kobo ereader or Kobo's mobile app.

I've attached images of the options I see when clicking on the ... at the end of the books entry in Books and a couple of book entries in Books.

I have a few books I got from NetGalley through the Hugo packet last year. At first I used Send to Kindle, but shortly thereafter Send to Kobo became available so I did that too. Checking just now, I was able to download one of them with Kindle for PC 2.4 and decrypt it with DeDRM 10.0.9 resulting in an azw3/kf8 file. Checking my Kobo account, they aren't available to download via ADE. But I can download them with Kobo Desktop and decrypt them with Obok.

Maybe it is because I am in Europe? I can see the book in Kobo desktop (which was unavailable over the website). However, it is blocked. The message says I should log out and try again. I did and it didn't work.

Yeah, Kobo's Desktop app does not meet current EU requirements so it is not available in Europe. Oddly, it can still be used to set up your Kobo ereader but not to download books. One person claimed they were able to use it by using a VPN but not something I can test from here.
