Some BDs are from same master as DVD, or so expensive the extra cost isn't worth it, except for certain content. Also "PAL Format" DVDs are 576 lines and never have pull down artefacts but "USA NTSC Format" DVDs are only 480 lines and may have pull down artefacts even on a progressive player. "PAL" format doesn't need Progressive mode.

So yes sometimes, especially in North America, the DVD is much worse than Europe/Australian format DVD or BD.

A lot of discs in DVD/BR/4K BR are from the same master. But BR is higher resolution and looks better then the DVD. You really don't want DVD when the BR is available.

Would you go back to an 800x600 resolution Reader instead of a 300DPI Reader?

Yes! Even if the digital copy is made from the same master film, because 4K Blu and Blu have much better resolution than DVD, as long as you aren't watching a dozen miles away on a tiny screen, you are going to notice the increase in detail and clarity. The difference between DVD and Blu is particularly noticeable on the size displays people typically use these days (doesn't everybody own a TV that's at least 42"?).
