Yes, that's true, unfortunately. It also soft-bricked by itself once and it took ages (~2 months?) to get it back (I had bought it at a brick&mortar book dealer, who was busy selling books, not so much with caring for an electronic device.

How I wish that Sony would get back in the game with a cloud enabled PRS for 2025 and beyond. Their design and software were so classy.

Part of it is tied to Canadian privacy legislation. If they stored the information for your sideloaded books, they would have to give you access to the stored information. Which pretty much ends up as a security issue waiting to strike.
