Any idea on what this means DRM-wise? Is Kobo locking down DRM in any way to satisfy Netgalley's DRM concerns/requirements? Is LCP being introduced?

Send to Kobo from NetGalley puts the book in your Kobo library. You can then download it with their apps or ereaders. They are not, of course, available to download via ADE.

I suspect it is more like library loans which are fulfilled by Kobo. No need to have an upload from NetGalley.

You do a bit of setting up at NetGalley to link your Kobo account. Then when you hit the Send to Kobo button, the book appears available for download on any Kobo app or ereader you're logged into. It is listed in your library on the Kobo website, but not available for download from there. These are yours to keep. Which is also true for the NetGalley books delivered via Send to Kindle. Unlike the Adobe DRM and now LCP DRM files which did and do expire after 55 days or whatever the publisher sets. The publisher has the option not to allow these various other methods.
I've used it for some books that were made available through the Hugo Voters packet. Much nicer to sync your Kobo than to deal with downloading via ADE which was the only previous option for Kobos with NetGalley. |

I tried to get a book sent to my Kobo only to find out that it was not possible. Not all books can be sent to Kobo. Official explanation is:
It is always at the publisher's discretion to enable/disable the available Reading Options for specific books (which can vary depending on file size, formatting, or because the file is a PDF, which Kobo expects to support later this year). If the Send to Kobo button is not available for a particular book, we encourage you to download to your*NetGalley Shelf app*or access it in your*NetGalley Reader. |

So in your case, which was it? Is it a pdf or did the publisher disallow it for that method? Was there a Send to Kindle or LCP download option? Or is that book only available through the NetGalley site/apps?
