While the percentage is probably indeed very low, there is enough large scale operations to ruin it for the more honest law-breakers that are circumventing DRM under the fair use excuse. Fair use exists in the USA, but it has never been tested in court if it also applies to ebooks. Other jurisdictions specifically prohibit removal of DRM from ebooks for any reason. As far as I am aware, there is no part of the world where fair use is legal for ebooks.

Lets not forget, people, that Amazon have not yet discontinued D&T and have not stopped older Kindles from downloading new books. It is pure speculation that they intend to do either of these things.
There are millions of older Kindles in use out there and if Amazon render all those obsolete overnight it will not be popular. In fact the backlash will be gigantic.
When Amazon cut off access of older Kindles to the Kindle Store in 2022 they offered affected users something like a 30% discount on a new device. That was it.

As of this morning, I get errors when I try to download and transfer. Seems more like an error on their site than being blocked, but the result is the same.

Is anyone else able to do the download and transfer or is this a general issue?

It's broken on UK and was download existing titles on USA, then when I bought a USA book it broke, even for existing titles. Amazon refund worked.

Absolutely broken, not disabled nor removed.

And you cannot download anything the Kindle has no previously seen at Amazon. I was able to download an eBook my Kindle has seen previously at Amazon. But my new eBooks will not show up. I tried download one eBook that my Kindle has in the list of cloud eBooks and it downloaded. But that's not helpful as I have already download everything my Kindle can see except any updated eBooks.

For what it is worth, I purchased a book at Amazon CA and it downloaded to my Kindle happily. Sadly an attempt at D&T gave me the same oversized header and Java error collection as others have mentioned.

Download was working for me yesterday, and not today. It looks like a bug to me, rather than intentional.

I got that last night (US). I just hit the back button and re-downloaded.

Sadly, I tried that and also multiple browsers and no joy other than not getting the signin screen after the first attempt. According to Wireshark, none of my generated request headers should have been seen as too large so I suspect this is between the Amazon server my web browser is connected to and the cde-ta-g7g.amazon.ca which in 4 attempts was the server that generated the error screen.

Very likely an unintentional bug. However it may be a sign that they were attempting to make a change of some sort related to Download & Transfer, likely nothing good for customers.

The problem may be a good thing from Amazon’s viewpoint since gives them an opportunity to see how many complaints removing this feature would generate.
