I believe with the newest ADE, if you have a working internet connection and the Adobe servers are reachable while you de-authorize the device it does free up an authorization. However, even if that doesn't work (no internet, server broken, other issues, whatever) it will still say the deauthorization was successful, but then you don't have any way anymore to actually remove the authorization on the server.

Yes, it was Kobo. I've tried stores like ebooks.com and get the same result. I get the feeling that travelling only works if you are in the US in the first place.

I've tried travelling a couple of times and it has worked for me though I used PayPal to do the payments.

Kobo does geolocate based on your IP (it's not info from the browser as such, but what makes using any server response work). So changing location anywhere other than in Payment Settings doesn't work. You need to close and reopen browser after changing Payment location. A Credit card / Debit card (in general on any site) may not validate payment if location doesn't match. Some sites contact payment provider even for a free ebook, so then PayPal will work.

Thanks to Zodwallop for nuances of settings on Kobo. Also the USA State/Zip code combo has to be acceptable.

Kobo Ireland will have same ebooks as UK (UK and Ireland is one publishing region for almost everything since 16th C.), but priced in Euros (but should be charging Irish VAT). Note that Sales Tax (USA: State and Zip Code) and VAT depend on Country location. The VAT is not just in EU, but some countries don't require offshore sellers to charge VAT or Sales Tax. Also UK may be rating eBooks as books (zero VAT), but I think Ireland, though zero VAT on paper books, treats VAT on ebooks same as any other digital content purchase (music, games, programs etc).

From other posts, it appears to work in Canada and Ireland also.

It couldn't be done for Kobo except by a specific method. So I didn't change my mind, but the method. Kobo is still geolocating the IP, but doesn't care if the payment settings are changed after logging in. Choosing country elsewhere that doesn't match IP on the website doesn't work, no matter if you've never logged in or are logged in.

On ebooks.com an unavailable book in Ireland changes from US$ to unavailable as soon as you click on the list item to view detail page. There may be some subtle way to do it.

Which is true of just about anything: one needs to use a correct method to get something done.

I've not traveled with ebooks.com, but when I did it with Kobo, I used both VPN and PayPal as payment method.

All I do is change the location by clocking the flag at the top. I get asked if I want to switch location and I don;t do it. I then can pick the book I want and then go in and change the payment info as needed.

eBooks.com is easier to travel then Kobo. Kobo is not that bad.

Doesn't work here. Only editing Payment details Location works.
I can edit the URL to see euro / US$ availability on wish list, but flag clicking doesn't work. USA Prices masked out.
