Yes, never use Billion, because even in UK or Ireland with a local source it might be the USA usage or the older Empire usage. With all such stuff it varies according to place, culture, language, USA influence or if the "British" ruled for a long time.

As far as I could telling from a couple of search engine sessions, the only places in the world where a billion commonly refers to 10^9 is the UK, USA, Canada and several other English speaking countries. Even France where 10^9 being referred to as a billion (the short billion) was invented went back to 10^12 in the late 1940's.

So @kacir was correct that using 1000 million (milliard) helps to prevent unnecessary ambiguity and misunderstandings.

I understand measuring water or milk in cups. Even sugar - as long as the granules are of the same size, which is not guaranteed when you copy recipe from the other side of the globe. But how does it work for flour? I genuinely do not understand.

In my experience, a minimal amount of flour is added to start with, and then more is added (in small amounts) while kneading until the desired consistency is achieved. Regardless of the measurement standard used, there is no magic amount of flour to be tossed in in one go that's always going to just "work".

If baking, you are much better off weighing flour. Filling multiple cups or any other container can give you differing amounts of flour.
