Like Jon, I have had no issues shopping the Kobo UK store from Texas, no need of VPN. The only real trick is don't store a preferred payment option with Kobo, otherwise PayPal won't be available at time of checkout. I guess you can't store PayPal as preferred payment method?

There may be a region check on a standard credit card that is bypassed using PayPal?

Books have regional sales rights (contracts).

I've not had a problem using a US credit card to buy eBooks at Kobo UK. I even bought my Aura H2O using a US credit card in Canada.

The issue isn't overseas purchases. The issue is SOME books (paper or ebook) that have geographic restrictions. Probably some audio books too.
It will not apply to all books.
If you are physically in a shop the issuing bank/country is irrelevant, except some places don't take American Express (even for a resident). Or that used to be true.
