Well, 25 people at the same time is pretty hard to handle in the same conf room, no matter if you use Skype or TeamSpeak.
I don't know if it's possible with Skype, but with TeamSpeak, you can spawn sub-channels (if the server allows it) for conversations with smaller groups on specific subjects. Then people can wade from one sub-channel to the other and see if they want to participate, just like they would do in a meetup in the physical world.

My experience w/ conf calls is that more than 8 persons is a mess, unless it's a mostly one-way communication...
