While they are books 2 and 3, there is no need to read book 1. The first trilogy are all basically stand-alone books with different characters/locations, though the events in the Uplift War are caused by what happens in Startide Rising.

Personally I think those 2 are the best books David Brin wrote.

Doesn't work here for eBooks or Kobo. They geolocate your IP.

Or by "travel" do you mean a paid VPN with outlet in a desired country? I'd not touch with a barge poll. I'd only use VPN in a public place to connect to my home ISP, for security.

There are people here who claim it's easy to "travel" with Kobo. Don't enter a street address or a credit card (which would be linked to a street address for billing), change your country, and set your postal code to a valid number from the desired country, and then you'll be able to buy books using your gift card balance. The balance will be converted to the currency of whichever country you travel to. I've yet to try it myself, but this is my understanding of how you do it.

Either doing so is kind of grandfathered into older accounts, or Kobo's gradually rolling out additional checks to prevent people doing it. I followed a link to a book on Kobo UK and immediately got a popup telling me I couldn't buy it because I was in the US, along with a link to change to the US site. I wasn't logged in, and haven't visited Kobo in quite a while.

Edit: To add to the confusion, I tried it just now and this time got the following message at the bottom of the page instead of a popup:

Looks like you're in United States. You need a United Kingdom address to shop on our United Kingdom store. Go to our United States store to continue.
Seems they're at least testing geolocating IP addresses instead of only relying on addresses.

I don't know about eBooks, but Kobo definitely does not. I buy British ebooks from Kobo right here in Texas. Just did it today. No VPN.

All of this is overcomplicating things. Literally the only thing they check is the country you have set in your payment information. The rest of the address need not be a valid address in that country. They may check more specifically than the country for calculating taxes but even then you can travel to whichever subdivision (province/state/whatever) without worrying about using an extant address.

YMMV but that has been my experience. I traveled home again immediately afterwards and have not suffered any ill effects. I even recently bought myself a gift card addressed to my own account's email address and got the bonus $10.
