Oh this is such a great news and such a ridiculous result for the government.
The law will come back in 2 weeks, but the situation will not be the same, as the urgency declared by the government will no longer apply and the correct democratic procedure might be followed.

Good to hear, Zelda! Any kind of far-reaching law like that really deserves scrutiny in the light-of-day. There has to be a way to protect authors' and publishers' rights without trampling those of consumers.

Bear with me, it is torturous, some explanatory notes are added in bold

So what the law intends is to set up a meeting between security software vendors, antipiracy organizations and ISPs to decide what software you need to install on your machine, so that they can be sure that you behave yourself. If you don’t fancy installing their device, then you’ll just have to swallow any liability consequent to someone else using your machine or accessing your connection.
If you agree to install a "security software program" of their approval on your PC that monitors your every move on said PC/connection, you are exempt from prosecution. (except, likely, if you misbehave.) Aside from that fact that "Free" "security" software will likely not be approved of by the "council" (gee, corporatism?), this does smack of a very, very strange requirement to vote through.
