Is your device still running Android 6? If your device is still running Android 6 it is very likely that you don't have fastboot mode.

Based on my experience fastboot works only if the rockchip onyx device is running Android 9. Since the loader mode is working you should be able to upgrade your device from Android 6 to Android 9 by using the official upgrade tool. The upgrade tool would work on the LOADER mode.

Then it looks like I have a partial Android 9 upgrade. This all started because of the upgrade process.

I guess you should either have fastboot mode (Android 9) or rockchip LOADER mode (Android 6). So if you see the LOADER mode you should use the Android 9 upgrade package to put your device in Android 9. If you could find the fastbook mode then you can flash the latest package in recovery.

But still, first you need to figure out which mode do you have.
