They often do.

Even on the ATA ports for VOIP on some cable modems. Costs nearly nothing on an electronic C.O. Deleting stuff creates bugs!

Still exists across N.I. (UK) and Ireland border. N.I. people pay more to call Ireland (the Nation) than people in Ireland (the Nation) calling people on the other part of the island. But it depends on the Telco.

I don't have a current Kindle with cellular data but on my old Kindle Keyboard it was completely invisible as to whether it was "roaming" or not. US or Canada just worked as long as there was 3G signal available from one of their providers.

It's possible that they could have hidden or otherwise ignored any "roaming" data options. The UI didn't provide much beyond "signal" or "no signal".
