In my editor of Calibre 5.11 is in the content.opf in l.17 shown the attribute &quot.

Why does it not show it as double quote & why is l.17 not shown in notepad after I extracted epub with 7zip?

What are you trying to read a file that is intended for machine use?

You will also find in the dc:description block, that the < and > are also shown as named entities (along with ', & and "). These are the 5 named entities that XML, HTML5 and epub3 allow.

So instead of <div>, you would see & lt ;div& gt ; as an example.

And what is " l.17"? Line #17?

^^^ what DNSB says. Depends what file you look at and if the double quote is inside or outside a tag. The < and > obviously always have to be replaced by entities in html files when they are not tags but text.

Notepad? Not Notepad++ (a friendly code editor)?
Calibre EDITOR has no problem displaying line 1 onward.

NOTE Code lines are counted without wraps (Calibre does not show line numbers on wrapped lines.
