What if their time traveling device is a bit wonky? What if an individual (like The Flash) has the innate ability to time travel but needs a supporting device (like The Cosmic Treadmill) for accuracy?

In Metal Men #45, didn't The Plutonium Man (a different robot from the one in the recent Metal Men miniseries) end up going China Syndrome and appear to be destroyed? Yet, in Metal Men #47, didn't he return as two beings, a smaller version of his original self and a mindless drone that he can control and direct to change into different elements (such as Liquid Oxygen and Tungsten), with the splitting allowing them to remain below critical mass?
